heres a list of many, many colleges in the US that offer a major in international relations:

    http://collegesearch.collegeboard.com/search/servlet/advsearchservlet?buttonPressed=viewResults&navigateTo=9&viewpage=1

if that link doesnt work, go to google.com and type in "collegeboard matchmaker" and click on the first website that comes up. then fill in your preferences, as many or as little as you want.
